NORTH ETOBICOKE INDUSTRIAL
STRATEGY STUDY
RECOMMENDATIONS
SECTION 1 - ECONOMIC DEVELOPMENT
1. Utilize the Municipal Land Fund as capital funding source for
Economic Development initiatives. This fund can support studies,
improvements and programs which have economic benefit to the City.
2. Actively pursue redevelopment of City Land assets with the
private sector to stimulate growth. This policy has proven to be
effective in other jurisdictions and has never been applied in
Etobicoke. The City controls sufficient important land parcels to
benefit from implementation.
3. Declare the Airport Business Park as a target for Economic
Development - utilize various programs and land use changes (see
Planning). This area contains the most highly developed lands,
has excellent access and a wide variety of supporting amenities.
It also contains under-utilized blocks of land which are all
within 2 km. of Pearson International Airport. Recent nearby
development in Mississauga underscores the potential of these
lands.
4. Rexdale Boulevard 'strip' declared a target area for Economic
Development. The successful integration of Automotive uses (which
continue to grow) demonstrate the value of this strip as a retail
destination (see Map #4). This will help counteract the
continuing decline of industrial uses.
5. Dixon/Martingrove 'superblock' - requires support for
long-range redevelopment, internal road system and land use
changes (see Map #4). This strategically situated tract of land
comprises over 60 acres of under-utilized lands in several large
parcels. These lands have strong long-term potential, but require
improved roads and broader land use designations to benefit from
the desirable location.
6. Airport Strip Hotels & Hospitality Industry. The City should
support any opportunity to expand activities such as lottery or
casino operations, which will provide stimulus to this hard-hit
sector (see Pg. 41). A study of the current situation and a
clear plan for the future should be developed for the Hospitality
Industry. This should be conducted with equal participation by
the City and industry representatives.
7. Development Charges. The City should modify charges applying
to the non-residential sector:
i) provide full exemption to all industrial expansions
for 5 years to encourage reinvestment within the
existing industrial base;
ii) establish a separate rate for industrial use which reflects
the lighter demand on services and infrastructure compared
to commercial and retail uses;
iii) set a specific reducti on for commercial/retail developments
effective for 5 years to encourage new investment.
8. Airport Expansion - urge the Federal Government for a quick
resolution of the Environmental Assessment in order to resolve the
cloud of uncertainty which impacts Etobicoke's most significant
employment area.
9. A Standing Committee on Airport issues should be created by
Council. Many land development, transportation, environmental
issues in addition to direct employment and enormous taxation
revolve around the Airport. The current City perspective tends to
focus on single issues which deter an overall understanding of the
complexity and importance of this facility. A broadly-based
committee would provide an on-going and balance view of issues.
This would raise the City's profile and strengthen its ability in
dealing with the many concerns and layers of interest that are
involved with this resource.
